Two identical dongles causing issues

I am running VirtualHere Server (licensed) on a Windows host. I have two security dongles that are USB-C that share fine over the network with no issue on their own when run separately.

I can change the name of one of them in properties and it works, but when I connect the second, it takes on that name as well. When checking properties, the dongles have identical vendor IDs and serials which makes me think that VirtualHere (and the OS) get confused. I have shared both over the network and that seems to work OK from what I remember in testing (will do more later today), but when one is physically unplugged, things get nuts.

Any idea what I can do about this? I searched the forums but couldn't quite find a "duplicate USB device" issue, and I assume people do something like this all the time with no problem. Thanks for any help you can pass along.
