Now I use a server based on Raspberry 4B+ and connect through the network as a windows client. The device is a SDR receiver. The system shows that it is using about 100 Mbps. The question arises: if I purchase a license, will each SDR receiver use 100 Mbps or will the server pack all SDR receivers into this bandwidth?

I dont know, but very likely each sdr receiver will use 100Mbps, so it will pack it all into the available ethernet link.
The ethernet supports up to about 1000Mbps but you will get some contention with the cpu/and USB bus so it likely wont support e.g 10 SDR radios, more like 2 or so
